my boss is forceing me to sign a resignation letter but I do not want to resign. Is this legal? I've worked for this company for over 20 years, I'm trying to move to another department but I'm worried if i sign a resignation letter I wont be able to stay at my company if i find a position within another department.

How can your boss force you to sign something you don't want to sign? If you do not want to resign, don't sign it. It only makes his job easier, probably eliminates any legal claims you may have and may even deprive you of the ability to receive unemployment benefits.
If it is a question of money, ask him how much severance he is willing to pay you to get you to resign. You can always attempt to negotiate with the company. If they refuse to be reasonable, so should you.
