You may file a claim with the California Labor Commission which has the authority to impose penalties.

Re: Bounced Payroll Check

You can file a complaint at the Labor Commmission for failure to pay earnings in a timely fashion. The Labor Code requires that employees be paid promptly when earnings are due (whether weekly, semi-monthly or monthly). The Labor Commission's processes are designed to be very informal so that an aggrieved employee can represent themselves in the process without the need for an attorney. In addition, I think it would be fair to say that the process is somewhat slanted in favor of employees v. employers.

Good luck.
