Legal Question in Employment Law in California

My brother was recently in the process of being offered a job. Because the hiring manager wanted to expedite the process and wanted my brother to represent the company at a conference, he printed out business cards for my brother and made him represent the company. Turns out the hiring manager had not followed company process and now my brother is left without a formal job offer inspite of doing a LOT of work for the company for over two months. I believe this is wrong practice because of internal politics and process not followed by hiring manager. He is now being told that things are a bit 'Sticky'

There are numerous emails stating that the offer letter will be delivered soon. HR was also involved in reference checking for my brother.

Any advice?

Your brother should be paid for his services, to date, according to the terms which were verbally agreed to. However, there is rarely any guarantee of future employment as almost all employment in the private sector is presumed to be an "at-will" relationship, which means employment can be terminated by either arty at any time. Your brother will have to be patient to see what he is offered for future employment. However, if he is not paid according to the terms the hiring manager promised, he should see an employment law attorney for assistance.
