I am a business owner in CA that runs a small service company cleaning gutters. I occasionally win business that is just too big for me to handle on my own and would like to find help for those projects. Since the help I need is just temporary for the current job. Is it still necessary to get workers comp for my temps or would they be considered self insured just like I am? Customers that I win bids for always ask about workers comp and employees. What am I legally obligated to tell them if I am to find temp help for their projects.

You absolutely are required to have WC coverage for your temps, unless you subcontract the whole job to them (and if you don't subcontract it properly, you'll still wind up liable). It is a crime not to have WC coverage for employees. There are many small employers in your situation. Contact a WC insurance broker and find out what programs are available to you.
