If my CA company current front loads vacation each year and at year end you lose any unused vacation. But the following year it is front loaded again, is this legal by CA standards? Thank you

A "use it or lose it" vacation policy is generally illegal in California. Once you earn those vacation hours, they're yours; the company cannot take them away.
Talk to an attorney regarding your situation. Many employment attorneys (including my firm) offer free consultations.
