Legal Question in Employment Law in California

In California can the employer require exempt and non exempt employees to take vacation, personal paid time off or unpaid time off for year end or holiday shutdowns.

Of course. There is no legal right to paid holidays, and certainly no legal right to pay during times the business is simply closed. So it is perfectly legal for an employer to charge PTO or vacation if you want to be paid for those days. If you want to save your PTO or vacation, then those days are unpaid.
