What are the California guidelines concerning stipends? We looking to bring someone in on an interim basis and looking at paying him a stipend instead of adding him to payroll.

You can bring someone in as an intern and pay them a stipend for a limited number of hours, and the pay can be reported on a 1099-MISC. After that, they must be put on payroll at minimum wage or better. Detailed information is available on the Dept. of Industrial Relations website - a site every California employer should be very familiar with and check regularly.
