is it illegal to pay minimum wage to an employee that works a graveyard shift?

No. Minimum wage for graveyard shifts is legal. However, graveyard shifts usually pay slightly more than a standard shift because the marketplace dictates it is harder to find employees to fill these positions.

No, it is not. Graveyard shifts often get higher pay as otherwise it would be more difficult to find employees, but there is no rule saying this is mandatory.
