In California. I worked four nine hour days. then worked one four hour day. Then worked one eight hour day. Why did I receive only eight hours of overtime?

Well, under federal law, you are entitled to overtime compensation of all hours worked in excess of 40 hours. 4x9+4+8 equals 48, hence 8 hours of overtime. Seems like a correct calculation.

You don't get to double-dip overtime. The four hours you were entitled to overtime due to nine-hour days, don't then count again for the overtime for over 40 hours per week. So the first four hours of the last day were regular time.
