On call with no compensation

I'm employed in the Maritime industry in the state of California, covered by a collective bargaining agreement. My employer requires that I'm ''on call'' 5 days out of 7, 24 hrs. a day. During this time of ''standing by'' I receive no compensation. No work no pay. Can this practice be legal?
