On call shifts

I work at a very corporate large restaurant in California. My fellow employees and I are sick and tired of not knowing our rights when it comes to our on call shifts. Our management team is unfair, they tell us we are required to call ahead 2 hours before our shift, if we are going to be sick. but then when it comes to them calling us in to cover a shift they may call at 4:45 and expect us to be there for a 5:00 or 5:30 shift. Our schedule may say ''stand by @5:00'' and in our managements eyes that means we are stand by until 5. How is this fair when our shifts vary from 3:45-6:00. Is there a law that allows the employee a fair and proper amount of time to get ready for such an unexpected shift? For instance is there a 2 hour rule, where you will be called in but must be called in 2 hours priar to the shift time
