Charging the employee for excess cell phone charges
My employer wants it's employees to pay for excess cell phone charges that are over the preset limit it has with the cell phone company. My employer has not trained or instructed anyone on how to track the phone minutes or when the billing cycle starts or ends. They want us to sign a statement authorizing them to deduct the the excess amount from our paycheck. I thought this was illegal in the state of California- Please advise!

If the cell phone use is strictly necessary for business, not for personal use, the employer must pay the charges.
