Are companies in California required by law to give their employees personal days?

No, not "personal days" in the generic sense. There are, however, laws that require employers, under defined circumstances or conditions that allow employees off for things like religious observances, medical treatment or care, jury duty, court appearances for domestic violence, attending school for functions for their children, etc. But an employer does not have to provide vacation or personal days if it chooses not to.
