Our company have operations in California we have 2 branches, San Diego, Bell Gardens and North Hills, we would like transfer the store manager of San Diego to the branch of North Hill, the question is if she refuse to move to that banch can we terminate the job relationship with that manager we can offer to her a economic compensation for the termination

Generally speaking, most private employers can terminate the employment relationship at its will, unless there is an agreement that limits its ability to do so or it is done for unlawful reasons.
I would never venture to advise an anonymous poster that it is okay to terminate an employee, based on a one paragraph question, because there may be much more information to consider before such an important decision must be made.
