Legal Question in Employment Law in California

company "perks"

We are a newly formed small business (engineering & manufacturing) with less than 20 employees. We have a workforce of "hourly" and "salary" employees. Our regular business hours are 8:00am to 5:00 pm. As an added "perk" we want to let our employees go home every other Friday at 2:30pm. Are there any timekeeping stipulations that would prohibit us from offering this to our employees?

No, I see no problem with this at all. You can get into trouble if it were the reverse situation where employees were made to work longer hours than your records reflected and were not being paid for the time. Here, if I understand you correctly, your employees are getting some paid time off as a perk. You are absolutely allowed to do that.
