Legal Question in Employment Law in California

The company I work for refuses to pay late fees on any expense report.

My report was turned in on time, but my manager did not advance it to the next approval level for several weeks. Now it has garnered $360 worth of fines. Since I sent this report on time and the company did not act upon it in a timely manor, is there any recourse I have to receive the monies owed me?
