cost of living increase

Each year, my company gives a cost-of-living increase. However, the criteria for getting it are if you have not received a merit raise in the past 6 months. Many employee have argued that the two increases are different and it is discrimination to rule out those who have performed well enough to get a raise in the past 6 months. Are they any laws that govern this area?

No, they can do that. It might be a type of discrimination, but it is not a type of discrimination that is against law.
