court ordered withholding of wages

2 years ago I was receiving unemployment from the state of Ca. after going back to work I continued to receive a couple more checks, even though I wasn't eligable. EDD contacted me, immediatley went to court and got a court order to garnish my wages.I received a notice from my employer with a starting date but they never held any monies. My question - I'm leaving this job and moving to another. I've been told that my former employer( the one with the court order) is responsible for the money they were supposed to withold from me. Is it true that they are responsible for this debt now?

I dont know if they are responsible for paying them now or not but they are in violation of a court order and could be either fined or jailed for it.
