Is asking a co-worker out to launch once a sexual harassment? By which both workers don't even work at the same branch office nor have they ever met before or by which one is not superior of the other. Can that be a sexual harassment?

it could be sexual harassment but it depends on the exact circumstances, including what the purpose was [how could you ask someone out to lunch without ever having meet them?].
