Legal Question in Employment Law in California
My co-worker's job is apparently being dissolved. Now she is being moved into my department. She has no skills on her resume that qualify her to work in my department. She already makes more money than me. This seems completely illegal.

OMG! You are SO right. The law absolutely prohibits employers from deciding how to assign workers, and I'm pretty sure you can go to jail if you put someone in a job if they don't list the skills on their resume that their co-workers think they should have! Better find an attorney to sue them all, right a way!!
NOT!!!!!!
I agree with the other answer. It is not up to you to challenge her qualifications, that is up to the employer. If she can't do the job, things have a tendency to work themselves out on their own.
