Legal Question in Employment Law in California

Cutting hours

My daughter worked full time and was doing a great job. She had no write ups or was ever late. Her boss one day told her that he was cutting her hours. She is now getting 5 to 10 hours a week. I believe he is doing this to force her to quit so he doesn't have to let her go, therefore no unemployment insurance can be collected by my daughter. Is this legal.
