Legal Question in Employment Law in California

My daughter worked part-time for the temporary Halloween store, Spirit, from September thru Nov 1, 2011. She was told she'd be paid on Friday, Nov 4. (Also, they are paying in pre-paid credit cards - is that legal?) She has not received payment and her immediate boss is not responding to phone calls. Now what?

Have your daughter file a wage claim with the nearest California Labor Commissioner's office in the Division of Labor Standards Enforcement). She should also request waiting time penalties.
