Failure to provide legally mandated posters is a violation of California law, but is rarely enforced due to limited manpower by the State. You can complain to the local Labor Commissioner's office to see if they will send someone to cite the employer. This is usually the kind of violation some lawyers may include when there are other, more serious violations, in lawsuits under the private attorney general law.
