can I be demoted without just cause

In most cases, you can even be terminated without "just cause". Unless you are a civil servant or are protected in some other way such as a collective bargain agreement negotiated by a union, an employer can usually modify or even terminate the employment contract at will.

There are always exceptions to every rule. An employer cannot fire or demotion you because of the color of your skin. Your job may be protected by law or there maybe some other legal protection. However, most employers don't need a reason to demote an employee.
