Can an emplower say that an employee cannot return to work unless the attending physcian changes a restricted release to an unrestricted release, and at that time they will do anthing to work with you,knowing the injury still exists

Employers only have to reasonably accommodate qualified disabilities, not temporary injuries from which you will recover. If you are the latter, they can require a full medical release before you return. If you are the former, they must engage in an interactive process where they need to determine if they can accommodate your return, even with limitation, as long as you can perform the essential functions of your job.
