Am I eligible for state unemployment insurance?

I was a federal employee who was injured on-the-job and went on workers compensation. My job required a medical certification but because of my injury I could not get it. I was on workers comp. over a year before my doctor released me to return to my former job. However, the federal flight surgeon would not approve my medical certificate. Because I had been gone more than a year, workers comp. said I was not owed a job and terminated my benefits. My case had been handled by the Dept. of Labor. Am I eligible for unemployment insurance? I can give more details if nesessary.
