Legal Question in Employment Law in California

Email Tampering

My US Boss has tampered with my email sent to and requested by our German GM. Documents have been intercepted and not sent. Confirmations have been generated under the German GM's name but without his knowledged. These activities were designed to put me in a bad light and led to my termination. Is this legal? I know my boss can monitor, but can he terminate email and generate false replies?
