Employee "Non-Competition Agreements"

If an employee signs a "non-compete" agreement as a term of employment, can that person work another firm in the same industry before the specified time frame? If so, under what circumstances?

A "non-compete" agreement, with very few exceptions, is illegal in California and the courts will not enforce it. see Business and Professions code section 16600
