if an employee works 3 hours a day seven consecutive days, are we required to pay him time-and-a-half for seventh day

No. The 7th consecutive day rule does not apply to part time employees.

Ms. Karila is WRONG. It is possible, however, to work an employee up to twelve consecutive days without paying overtime, IF the sixth day is the last day in your official work week, and the seventh day is in the first day of your next official work week. The seven-day rule is per "work week." So unless the seven days are in the same work week, there is no overtime owed. Unless you have posted notice of when your work week begins and ends, it is presumed to be midnight Sunday/Monday.
