Legal Question in Employment Law in California

My employer wants to enforce a dress policy of specific colored pants (or shorts), socks and shoes. They are mandating that they not be jeans, but are not mandating a specific brand or style other than no jeans. Do they need to pay for that? Or can they force me to wear a specific color like that and have it be my financial responsibility? Also black socks and black (or mostly black) shoes.

My guess would be that you employer does not have to reimburse you for the clothing. No specific brand name is required, the items can easily be worn outside the employment, the requirements appear to be directed toward making a more professional image for customers and easier for you to be spotted as an employee, etc.
