My employer New Hire practice

I'm writing for a friend.

About 4 months ago the employer hired a new employee with no experience and threw conversation he disclosed his hourly rate, which is higher than other employees with the same job title. My friend was assigned to train the new employee with his daily duties without any compensation.

Recently the new employee has been promoted to a Supervisor Position with a salary increase. The position was not posted nor the staff notify of the intend to fill the current vacant position.

Is it a legal practice that position was filled without any noticed? Can my friend do anything to be compensated for the time she trained the employee who was earning more money that her?

Companies sometimes do that -- they'll have a person with superior knowledge train another, then promote the newbie, overlook and even fire the seasoned employee. There's no requirement that a job be posted and that a company has to even hire internally. Nevertheless, there might be some kind of gender bias going on. More information would be required before one can say that with reasonable probability.
