Legal Question in Employment Law in California

my employer is asking me to install a CCTV camera made to look like a motion detector to monitor a certain employee.

My question is is this legal and if not what can I do to protect myself

in the past he has done certain things and when caught blamed it on the individual who actually performed the act if that makes sense.

I would handle this very delicately. You don't want to engage in activity that you don't feel comfortable with, and that could arguably be illegal, but you also don't want to anger your employer, especially if you like your job. You also may wish to (or may be obligated by law to) report this type of activity to authorities in order to protect yourself. But I would have to know more about the facts of your case to give you any sort of rational opinion.
