Is an employer obligated to let an employee respond in writing to a Performance Evaluation?

There is no law that obligates employers to allow an employee to respond to a performance evaluation. It is possible there may be a contractual obligation, typically in a union collective bargaining agreement. But as a practical matter, most employers will allow an employee to write a response for the personnel file, for whatever that is worth.
