Legal Question in Employment Law in California

Can my employer keep my last paycheck after I was fired for taking some scratchers without paying for them but after the fact I paid him in cash in full then he's trying to blame me for over 300 scratchers missing in one week and won't give me my last paycheck claiming I still owe him
