Can an employer require you to stay on-site without paying you?

I have a friend who works at a bar. Frequently the managers ask the employees to clock-out before cashing out with the manager for the evening. This would not be such a big deal except the cash-out proceedures take 45 minutes. Is it legal to require the employee to cash-out and not pay them for their time? Also, are they allowed to make the employees clock out before an after-shift meeting?

This practice is illegal. they are required by law to keep accurate records of hours worked and pay for all time worked.
