Employer requiring mandatory vacation

Is it legal for a corporation to require all employees to use vacation time during a quarter? They insist this must be done to help reduce expenses. If an employee does not have the required vacation time, they must take unpaid time off or go negative in vacation. The corporation's main office is in CA, but incorporated in DE.
