Legal Question in Employment Law in California

Employer responsible Arbitration Pmt.

Arbitration judgement delivered 11/18/2001. Former employer has been dragging feet in payment $2,550.00. Decision will not be opened until full payment is delivered. I do not have the money. How long can they legally wait to pay? My attorney is of no help.
