employer takes tips

my employer has implemented a ''fine'' procedure. an infraction results in the employee being docked his tips for the shift. i don't believe this is legal. additionally, while our employer provides shirts, he requires specific pants and shoes, which the employee is responsible for purchasing. is this also legal?

That's a no-no. Tips are wages, and therefore cannot be docked as a "fine." Sounds like it's not a great place to work any more.
