can my employer tell me what time I have to take a lunch break by and require that I send them an email 15 minutes before I leave each day to inform them I am leaving for lunch?

Of course they can, although in most jobs the relevant idustrial wage order requires that you be allowed to start your lunch within the first 5 hours of your shift. Other than that, the employer is completely entitled to regulate lunch break timing.
