As an employer can i work an employee 9 hours every friday without paying overtime in California.

With few exceptions, which likely don't apply given the low total weekly hours, the answer is generally "no." Any work in excess of 8 hours in a day must be paid at overtime rates, even if the employee works low weekly hours, like in your question. Even if the employee only works one day per week, but works 9 hours in that day, the employee should be paid 8 hours regular pay and 1 hour overtime pay.
