Legal Question in Employment Law in California

Employers And IRAs

My employer was supposed to put money into an IRA for several coworkers and I, he failed to do so for about a year and a half. Is my employer liable for the interest not received and what other obligations, if any, is my employer responsible for? Is there an agency that I can report this too? Thanks.
