Employers Peramiters Regarding Paid Administrative Leave

I have been employed for Sacramento County for a total of 19+ years. Last year, due to overwhelming stress of massive changes in duties as well as rules and regulations, I attempted suicide. I have been diagnosed as Bipolar and have been taking meds since 1988. Before I was due to return to work, I requested an ADA accommodation of a job change. My employer chose to put me on paid administrative leave.

My problem is that they say I cannot leave my home between 8-5 Monday - Friday and I cannot give them a pager number to contact me. I also cannot be on the "internet" which makes my telephone line busy, and if I am outside working in my garden, I have to take a cordless phone so that I can be available.

What are my "rights" and how much can they dictate as to what I can and cannot do?

As long as the County is paying you your salary and benefits it has the right to impose on you the rules you described, unless they jeapordize your health.
