my wife had a oral agreement with her boss to not only pay her salary but also a commissions based on industry standards, because the busisness was new they agreeded to delay paying commissions but now he has deceided to close business and refusses to pay commissions what legally can she do.

Assuming that your wife can prove an enforceable oral contract for commissions then your wife would be entitled to any earned commissions upon termination. The employer may also be subject to additional penalties as well for untimely payment. Your wife can either file a wage claim or hire an Attorney to try to recover the earned commissions.
