Can an exempt employee be charged PTO for partial-day absences (i.e. doctor's appointments, needing to go home to sick child) in California??

They shouldn't be. Exempt employees are paid a flat salary regardless of the hours they work. Deductions for partial day absences may cause the employer to lose the exempt classification and cause it to have to pay the employee for overtime hours worked.
