Legal Question in Employment Law in California
I'm an exempt employee (software engineer) who has been asked to perform managerial duties in an "acting" role for a year without getting a official promotion or pay raise to manager level. Am I being exploited?

Probably, but that is not a legal question. We answer legal questions here. If you are exempt under the applicable wage order to your job, and you are paid as and when agreed, the limits of the law's involvement in your compensation have been reached.
