Exempt employees abusing the system in a salaried corporate environment

How do I approach subordinates that continuously abuse the fact that their Administrative positions classify them Exempt? i.e., long lunches, excessive Dr. appts., excessive personal, auto, etc. appts.in the middle of the work day, etc...My company does not beleive in making Administrative personnel Hourly.

Assuming that your company requires a more considered approach than a summary termination, I would implement a management reporting system. Using a daily log sheet, each manager would be required to log his/her daily activities. Start times, breaks and meal periods, along with non-productive time should all be logged. Use the information you learn to make sure that the department is operating in the manner you desire and to justify changes to bring operations into line with your requirements. The side benefit is that if ees know that you are looking at their activities, they will tend to correct improper behavior. Review and comment on the logs promptly to send the message that you are looking at them. The logs will be valuable during performance evaluations as well as in disciplinary actions.
