need experience letter from company but they refused

I worked one year at Atlanta based company A as full time employ they placed me as consultant in California at company B through another company C (there was an agreement in between me and company A on company letter head that I should work for them at least one year and I should not join end-client) I worked with them one year after that I joined company B (end client) as full time employ.

Now I need experience letter from company A, but he is refusing to give me experience letter.

Could you please let me know that, is it legal to refuse to give experience letter on this situation?

There is no law that requires a former employer to write a letter of reference. If you could show that they typically do write such letters for other employees, but refuse to do so for you in retaliation for some illegal purpose, you may then have a case.
