Favoritism Salary

Can a person living in a state with a lower cost of living, be paid the same wage as someone with the same title? Can a company be sued for favoritism if they pay a person living in a less expensive area the same wage as someone with the same title, in a more expensive place to live?

There is no law that requires employers to consider location, as a factor in paying wages, subject to paying no less than the minimum wage established in each state.
