Can the Federal Government deny someone employment if the person applying was fi

Can the Federal Government deny employment to a highly qualified candidate if the candidate was fired by a previous employer for selling a nude video of himself over the internet? The sell of the video was not illegal, was done on the employees own time, away from the employer and it did not have a nexus to the employer. The termination by the previous employer was as a result of an off-duty conduct in which the employer felt that it was immoral and conduct onbecoming to sell such a video by the employee.
