I was fired from my job a few years ago. I worked for a non-profit educational organization that receives state and federal funding. Even though I was fired from my supervisory position, do I have a legal right to apply for a supervisory position or management positon in a different department with the same employer?

There is no such thing as a "legal right" to be hired to a job. Employers may consider any lawful factors, including your job history. If you were fired from this employer previously, even though it was a different position, the employer may consider this fact in its decision whether to hire you again. You should be honest about the circumstances that led to your dismissal. If that is not good enough, for this employer, no legal right is being violated.
